The Cloud Manifesto

Nations are currently tangled up in making power-political alliances and global economic interdependencies. They are increasingly losing sight of their top priority – to protect the basic human rights of their citizens – which they sell out for compromising with totalitarian business partners. In addition, external pressure is put on the nation-state by the international policy of alliances and therefore becomes less important. It is challenged from the inside by the individual citizen’s urge for self- and co-determination and the increasing number of referendums. In the 21st century, the party-political hierarchy is disarrayed by the instruments of direct democracy. The models of policy-making are too rigid and bureaucratic. It's time to prove concepts and methods driven by information technology in society.

As letterpress printing contributed to regionally scattered groups of people emerging as nation-states over 500 years ago, so does the development of the Internet, the essential contribution to their approach. While people already connect internationally on a social level, governments remain limited in their own national interest.

The Internet is the instrument of the present and the near future. But who protects its infrastructure and preserves the freedom of access for all users and to all content? Nation-states are inappropriate candidates due to their static security and economic interests. Instead, there is a need for an independent umbrella organisation consisting of technical, ethical and legal experts, who balance security and liberty interests and find a global consensus. It requires an institution that is accepted by all states, but operates independently, an institution that makes the Internet tangible.

The future is modular, on-demand, transparent and decentralised.

The leading symbol of this idea is the Cloud. It refers on one hand to the far-reaching global opportunities that Internet technology offers us, and on the other to the variability of its shape. Change as progress must be met with open discourse rather than tackled by sweeping regulations. The intangibleness of the cloud is manifested in the utopian image of Cloud Cuckoo Land – the city-in-the-sky from the antique comedy »The Birds«.

The modern Cloud Cuckoo Land was created to lock out the economic and political power elite and stands for transparency, greatest possible self-determination and individual responsibility in a hyperdynamic world. Cloud Cuckoo Land is a nation between, above and within all other nations. It is a virtual state located just in our minds. Like everything that is virtual, this nation will be copied thousands of times and accordingly will improve. New versions of the nation will continuously appear. The place is everywhere and nowhere, but always where its citizens are. Everyone who pleads for a free Internet and struggles for self-determination and equal rights, who meets all citizens with tolerance and openness, is allowed to apply for citizenship within this model nation.

Cloud Cuckoo Land concretises in the form of a nation in order to communicate with other countries on equal footing. Essentially, Cloud Cuckoo Land is a community, a community of like-minded people. For this reason, it is a nation spread around the world – a macronation.

Das Wolken Manifest

Staaten sind heutzutage in machtpolitischen Bündnissen und weltwirtschaftlichen Verflechtungen gefangen. Ihre oberste Prämisse – die Grundrechte ihrer Bürger zu wahren – verlieren sie immer mehr aus den Augen und verkaufen diese für faule Kompromisse mit totalitären Geschäftspartnern. Zusätzlich verliert die nationalstaatliche Gewalt durch äußeren Druck der internationalen Bündnispolitik an Bedeutung. Von Innen wird sie durch den Drang nach Selbst- und Mitbestimmung des einzelnen Bürgers und die zunehmende Zahl an Volksabstimmungen infrage gestellt. Das Mittel der direkten Demokratie bringt die parteipolitische Hierarchie im 21. Jahrhundert durcheinander. Die Modelle der politischen Entscheidungsfindung sind zu starr und bürokratisch. Es ist an der Zeit Begriffe und Methoden aus der Informationstechnologie in der Gesellschaft zu erproben. 

Wie der Buchdruck vor über 500 Jahren dazu beigetragen hat, dass sich aus regional zersprengten Menschengruppen Nationalstaaten herausgebildet haben, so leistet die Entwicklung des Internets den entscheidenden Beitrag zur Annäherung dieser Nationalstaaten. Während sich die Menschen auf sozialer Ebene bereits international vernetzen, verharren die Regierungen der Staaten in ihren nationalen Interessensgrenzen.

Das Internet ist das Werkzeug der Gegenwart und der nahen Zukunft. Doch wer schützt dessen Infrastruktur und bewahrt den freien Zugang für alle Nutzer und zu allen Inhalten? Aufgrund ihrer statischen Sicherheits- und Wirtschaftsinteressen sind Staaten dafür nicht geeignet. Stattdessen bedarf es einer unabhängigen Dachorganisation aus technischen, ethischen und rechtlichen Experten, die Sicherheits- und Freiheitsinteressen abwägen und einen globalen Konsens finden. Es braucht eine Institution, die von allen Staaten akzeptiert wird, aber dennoch unabhängig agiert; eine Institution, die das Internet fassbar macht.

Die Zukunft ist modular, on demand, transparent und dezentral.

Leitsymbol dieser Idee ist die Wolke – die Cloud. Sie symbolisiert zum einen die weitreichenden, weltumspannenden Möglichkeiten, die uns die Internettechnologie bietet und zum anderen die Veränderlichkeit ihrer Form. Veränderung ist Fortschritt und diesem gilt es nie mit pauschalen Regulierungen sondern im offenen Diskurs zu begegnen. Das ungreifbare der Wolke manifestiert sich in dem utopischen Bild aus der antiken Komödie »Die Vögel«: die Stadt in den Wolken – Wolkenkuckucksheim oder Cloud Cuckoo Land.

Geschaffen, um die wirtschaftliche und politische Machtelite auszusperren, steht das moderne Cloud Cuckoo Land für Transparenz, größtmögliche Selbstbestimmung und Eigenverantwortung in einer hyperdynamischen Welt. Cloud Cuckoo Land ist ein Staat zwischen, über und innerhalb aller anderen Staaten. Es ist ein virtueller Staat der nur in unseren Köpfen verortet ist. Wie alles Virtuelle wird dieser Staat tausendfach kopiert und verbessert. Der Staat erscheint in immer neuen Versionen. Der Ort ist überall und nirgends, aber immer dort, wo seine Bürger sind. Jeder, der sich zu einem freien Internet bekennt und für Selbstbestimmung und Gleichberechtigung kämpft, der allen Mitbürgern mit Toleranz und Offenheit begegnet, kann Bürger diese Modellstaates werden. 

Cloud Cuckoo Land gibt sich die Form eines Staates, um mit anderen Staaten auf Augenhöhe zu kommunizieren. Im Grunde aber ist er eine Gemeinschaft, eine Gemeinschaft von Gleichgesinnten und damit vielmehr eine Nation – eine Makronation.
